I think Aquinas failed to distinguish between natural law and rational law, and between our natural inclinations and our rational deliberations, and this proposition is a classic example. As you point out, our natural desires are inherently hedonistic, where pleasure is THE good.

This fatal error permeated his entire exposition on natural law.
