No. Goal directed behavior or intentionality requires conscious rationality. So the functions of our subconscious or non-conscious minds are not purposive or teleological. We mustn’t confuse the results of an automatic programmed function with the conscious realization of a goal.

The question about animals though assumes that they are not capable of goal directed behavior. I don’t think that’s accurate. If that was true, then classical conditioning (Pavlov), would not work on animals.
